The Southern Adriatic Sea Port System Authority has published a call for expressions of interest to identify Italian and international operators willing to develop and manage a multipurpose terminal in the Costa Morena area of the port of Brindisi. The site is part of the state-owned port estate where infrastructure belonging to outgoing concession holder Enel Produzione is being dismantled. It previously served the Federico II power station at Cerano, which has ceased operations. The terminal will be able to handle and store various types of cargo, excluding explosive and radioactive materials. The notice is exploratory and does not award a concession. Its purpose is to identify potential operators interested in developing and managing the facilities ahead of the allocation of the port areas.
The site covers approximately 75,000 square metres, including storage yards and quay sections, with a total quay frontage of around 550 metres. Water depths alongside Costa Morena Diga currently reach 13 metres, and the Authority has already scheduled dredging to restore them to 15–16 metres, with work planned for 2028–2029. The quay also has a railway connection to the national network via the Costa Morena port railway and the Brindisi Asi Consortium network, which the future concession holder could restore.
The Authority's president, Francesco Mastro, places the project within the framework of the new Port Master Plan. Alongside the Logiport concession and new jetties at Regina Margherita quay, he presents it as a response to the end of coal shipments serving the power station and the crisis affecting the petrochemical complex, which "have almost wiped out what was once a thriving cargo business that now urgently needs to be transformed". Mastro also notes that procedures are under way to build two new ferry and cruise terminals, projects that had been stalled for five years by court proceedings before being unblocked a few months ago. Work is also continuing on the installation of shore power facilities. Expressions of interest must be submitted by noon on 21 December 2026.
