Germany estimates €500m to upgrade motorway rest areas

Half a billion euros to upgrade motorway rest areas in Germany: this is the estimate made by Die Autobahn GmbH des Bundes, the public company that has managed the German motorway network since 2021. The figure concerns Rastplätze, or parking areas without service stations or catering facilities, and includes around 100 sites requiring urgent work, out of more than 1,500 with toilet facilities across the German motorway network. The announcement was made in August 2026 and follows the publication on 14 July of the findings of an investigation by Adac (German automobile club) into a sample of 50 rest areas along the longest federal motorways. Some 46% of the facilities examined received an “inadequate” or “very inadequate” rating, while the share of areas judged “good” fell from 40% in 2022 to 18% today, and none achieved a “very good” rating. Some 64% of the areas performed worse than in the previous survey, while only 8% improved.

The main shortcoming concerns toilet facilities: 62% of the areas received a negative rating in this category and, in six cases, Adac issued a full or partial fail because facilities were closed. Problems included a lack of toilet paper, broken or missing soap dispensers, non-functioning electric hand dryers, faulty taps and cubicles that could not be locked. Safety also showed serious shortcomings: one fifth of the areas surveyed had no emergency call point, more than half of the parking zones had insufficient night-time lighting and 48 of the 50 areas showed signs of vandalism.

To address the situation, Autobahn has announced a standardised modular construction model for new sanitary buildings, with thermal insulation and interior layouts designed to simplify cleaning. The adoption of a standard can speed up design and construction, but it does not in itself resolve the issue of day-to-day management: cleaning, replenishment of consumables, vandalism control and ongoing maintenance remain linked to service contracts and operational responsibilities that are separate from capital investment.

For road haulage, the distinction between upgrading Rastplätze and the shortage of spaces for commercial vehicles remains central. The Adac survey assesses unmanaged rest areas with an emphasis on general mobility, and the €500m plan, as presented so far, is aimed at restoring existing infrastructure rather than being presented as a programme to expand parking capacity for commercial vehicles. The list of sites covered, the works schedule and the financial breakdown of the plan have not yet been published.
