Officers from the Provincial Command of the Guardia di Finanza (Italian financial police) in Pavia carried out a final confiscation order on 10 March 2026 issued by the Tribunale di Roma – sezione Misure di prevenzione (Court of Rome – Prevention Measures Section). The measure concerns 118 properties located across Italy and financial assets valued at around €16 million. The ruling concludes a lengthy legal dispute and makes permanent a confiscation that had already been ordered in 2022. The measure targets an entrepreneur formally resident in Switzerland, whose name has not been disclosed, believed to be the head of a criminal association operating in the logistics sector.
The investigation, conducted by the Pavia financial police as part of a criminal proceeding coordinated by the Procura della Repubblica di Pavia (Public Prosecutor’s Office of Pavia), led in 2019 to the execution of twelve pre-trial detention orders against members of the organisation. The group operated in the goods handling segment within major logistics hubs located in several areas of the country and was accused of illegal labour intermediation and labour exploitation, as well as tax fraud.
Investigators highlighted the central role played by the entrepreneur in managing a network of companies active in goods handling operations. According to investigators, the corporate structure was used to manage operational activities within logistics hubs while simultaneously carrying out tax evasion schemes and unlawful labour intermediation. During the investigation, the entrepreneur’s involvement in further illicit activities also emerged. The Guardia di Finanza reports final convictions and ongoing proceedings for offences against the public administration, property-related crimes and tax evasion. Investigators also reconstructed money laundering operations involving illicit proceeds, carried out through the creation of numerous companies, including foreign entities, registered under nominees.
The confiscated assets include 118 properties comprising apartments and land. Many of the properties are located in tourist destinations, including Lake Garda, La Thuile, Sestriere and the Riviera di Levante. The assets are located in the provinces of Milan, Brescia, Genoa, Aosta and Lodi. In addition to the real estate, the measure also covers an insurance policy worth more than €1 million and funds held in bank current accounts.
