From 20 January 2026, the amendments to the Rtpd – Road Transport Posting Declaration portal have come into force. This European tool is used by road haulage companies to comply with the obligations for prior declaration relating to the transnational posting of drivers. The updates were requested by the European Commission’s Directorate-General for Mobility and Transport, Dg Move (Directorate-General for Mobility and Transport), following a request from the Ministry of Transport, as part of the implementation of EU Directive 2020/1057, an integral component of the First Mobility Package.
European social legislation governs the posting of drivers in road transport between Member States, with the aim of ensuring uniform working conditions and greater operational transparency. Within this framework, the Rtpd portal plays a central role, as it allows companies to submit posting declarations to the countries concerned and to transmit the documentation required by the competent enforcement authorities. Access to and use of the portal remain subject to the operator’s registration.
The changes directly affect both the way declarations are completed and the management of user accounts. Following the update, all users are required to update their profile. Until this process has been completed, it is not possible to create or submit new posting declarations, with an immediate impact on the operational continuity of the companies involved.
One of the main innovations concerns the indication of the type of transport. Within each Rtpd declaration it is now possible to make only one choice, either goods or passengers. Companies that carry out both activities are therefore required to submit two separate declarations, one for each type of transport. This rule also applies to declarations that were submitted previously, which must be amended, updated with a single transport type and resubmitted. The transport type is also directly linked to the Rtpd account information. For operators engaged in only one activity, the system will automatically populate this field in new declarations. Companies active in both goods and passenger transport will instead have to manually select the correct type each time they complete a declaration.
From 20 January, it has also become mandatory to enter the Community licence number, a field that is linked to the type of operation carried out within the Rtpd system. Operators performing both types of transport are required to indicate two separate licence numbers, one for goods transport and one for passenger transport. The portal will automatically associate the relevant licence with the declaration being completed. Among the new mandatory fields is also that relating to professional competence.
Overall, the changes increase the level of detail required from companies and aim to ensure greater consistency between the information declared and the activity actually carried out. For road haulage operators, particularly those engaged in ongoing transnational activities, the portal update entails an immediate organisational adjustment, especially in the management of previous declarations and in account configuration.
