The Italian Ministry of Transport and Rete Ferroviaria Italiana contracted around €4bn in new resources in July 2026 through the 2025 update of the 2022-2026 Contratto di Programma, investment section. The operation completes the procedure required under current legislation following the briefing given to Cipess (Interministerial Committee for Economic Planning and Sustainable Development) last December, and supports the continuation of the plan to modernise and develop the national rail network. Of the new resources, €1.7bn is earmarked for specific projects and comes from several legislative measures: the Decreto Alluvioni (Floods Decree), A22 funds, resources for the continuation of public works and price adjustments, the POR (Regional Operational Programmes) of Sicilia and Calabria, as well as agreements signed with local authorities.
The remaining €2.2bn, which is unrestricted, comes from the 2025 Budget Law. Of this, €1.1bn will finance works already under way and the continuation of programmes already launched, while the remaining amount, also €1.1bn, will cover outstanding requirements and higher costs linked to investments under the PNRR (National Recovery and Resilience Plan). RFI said the 2025 update is an additional act to the MIT-RFI 2022-2026 Contratto di Programma, investment section, and confirms the shared commitment of the two parties to continuing the plan for the development, technological upgrading and modernisation of the national rail infrastructure.
