The mutual recognition of driving licences between Italy and Morocco entered into force on 3 June 2025, following the signing of an agreement on 27 March 2024. The measure, announced by the Ministry of the Interior in circular number 17042 dated 4 June 2025, will remain valid for five years and marks a further step towards regulatory and operational integration between the two countries in the field of personal and professional mobility.
The official text, issued by the Ministry of Foreign Affairs and International Cooperation, clarifies that driving licences issued by Moroccan authorities will be recognised in Italy for conversion purposes, and vice versa, provided they meet the conditions outlined in the technical annex to the agreement. The measure applies solely to licences obtained before the acquisition of residence in the destination country and does not cover, for example, Moroccan documents issued through the conversion of licences originally obtained in countries with which Italy has no recognition agreement.
For logistics and haulage companies employing or intending to employ workers from Morocco, the new procedure simplifies the integration of qualified drivers into the Italian system. It is an administrative simplification which, while complying with the equivalency criteria managed by the Civil Motorisation authority, promises to reduce the time and cost required to obtain a valid Italian driving licence, thus facilitating labour mobility and helping to address potential driver shortages.
It should be noted that the harmonised code “110” indicated on Italian licences obtained through the conversion of a Moroccan document limits their validity to AM category vehicles, thereby excluding the possibility of driving A1 category vehicles with a type B licence. This technical detail is crucial for companies operating mixed fleets or requiring specific driving qualifications. Another operational aspect concerns access to the descriptive sheets of Moroccan licence models, included in the technical annex to the agreement. These documents, classified as sensitive, are reserved exclusively for law enforcement personnel and Civil Motorisation officers responsible for handling conversion procedures, as already stipulated by the Ministry of Infrastructure and Transport in circular number 17294 dated 3 July 2013.
