Hauliers who entrusted CamionPro with the task of claiming refunds for Maut tolls will soon receive their first payments. At the beginning of September 2025, the association announced that after years of legal disputes, the Bundesamt für Logistik und Mobilität (Balm) had made a six-figure payment, which is already being redistributed. The compensation stems from a ruling by the Court of Justice of the European Union (Case C-321/19 of 28 October 2020), which found that Germany had included non-eligible costs in the toll calculation, such as the expenses of the traffic police, while under EU law only infrastructure-related costs may be considered.
As early as 2014, CamionPro had flagged the possible illegitimacy of the Maut and advised its members to make payments under reservation. In 2023 the association formally submitted refund claims to Balm, leading to this first tangible outcome. But the matter is not over: a second strand of proceedings, also worth several hundred thousand euros, is still under review and could be decided before the end of 2025.
Alongside the refund issue, another front remains open. CamionPro has criticised the management of the toll collection system by Toll Collect, accusing the operator of imposing excessive administrative costs, such as fees for issuing duplicate receipts. In February 2024 the association asked the Berlin court for an injunction to halt these practices, but the request was rejected. The judges argued that the case lacked both competitive relevance and the urgency required for interim measures.
CamionPro responded with ordinary proceedings, launched in the spring before the Amtsgericht in Berlin. However, in November 2024 this claim was also dismissed. The ruling was brief, rejecting the association’s main arguments and denying leave to appeal. According to CamionPro, the verdict reflected more a matter of principle than a substantive assessment, raising doubts over the actual effectiveness of legal protection in this field.
